The VP for Finance and Administration of Oregon Tech sought help from Ms. Jensen to sort out multiple interpersonal conflicts among staff and between supervisors and staff that were negatively affecting the work environment and resulting in high levels of turnover. Ms. Jensen conducted an organizational assessment of the unit, then engaged staff in multiple mediations, one-on-one conflict coaching, and facilitated group sessions in team building and conflict management; while also providing on-going management coaching with managers and the supervising administrator.

Ms. Jensen and Mary Forst of Confluence Center provided strategic communication, facilitation and mediation services to assist the agency in strengthening and improving the Business Enterprise Program. Working with key agency staff and leadership, members of the Business Enterprise Consumer Committee and licensed blind vendors throughout the state, they assisted the parties to address long standing unresolved issues, create a new framework for communication and engagement, and establish a future direction for the program based on collaboration and trust.

Ms. Jensen conducted an organizational intervention within the Oregon Judicial Department, which involved conducting a preliminary assessment, involving managers and staff in creating a plan to address existing tensions and create agreements for working together in new ways, and conducted a follow-up assessment and "refresher" after one year. Over a two-year period she provided communication and conflict resolution training and team building for the entire staff, individual mediations, facilitation and coaching at team leader meetings, and management coaching in communication skills and personnel issues.

Ms. Jensen worked with this agency over several years, helping the management team become more cohesive and resolve internal problems, clarifying or modifying policies and procedures; mediating conflicts between the staff and Director; mediating staff issues at centers throughout the state; providing training in conflict resolution and communication skills; and facilitating state-wide planning sessions with a goal of strengthening the relationships between field staff in ten centers around the state and central office staff. Some sessions were facilitated bilingually (Spanish/English).

Ms. Jensen served as neutral facilitator of the ISSR Revisions Work Group made up of representatives of Coordinated Care Organizations, Community Mental Health Programs, providers, and staff members of AMH. This was a consensus-based, negotiated rule-making process in which external stakeholders and the agency met directly together to discuss and negotiate agreement to changes in administrative rules. Goals of the work group were to identify immediate revisions to the Integrated Services and Supports Rules (ISSR) that would reduce administrative burden and to recommend a future direction for the rules that do not pose barriers to Oregon reaching its vision of integrated health care delivery. Ms. Jensen helped structure the process and guide the group through its deliberations. Outcome of phase 1: the group reached consensus on 87% of suggested changes, agreeing to 20 of the 23 items raised for discussion.
Healthcare Transformation in Oregon: CCO Support

Ms. Jensen provided a range of process support to emerging Coordinated Care Organizations (CCOs) in southern Oregon, including: bringing diverse stakeholders together to identify the right solutions for communities; facilitating discussions and building consensus regarding governance and decision making roles during the formation of CCOs; and providing conflict resolution and mediation to resolve disagreements that limit progress in CCO development. The bulk of her work was focused in Klamath County.

Ms. Jensen initially conducted a mediation with six physician partners over a period of several months. Over a period of several years, she planned and facilitated Management Team and Staff/Management meetings for the clinic, provided training in consensus decision making and assisted the partners in making policy decisions that affected staffing, their partnership agreement and system-wide communication improvements in the clinic.

Springfield School District and A3 Charter School Transition

The Springfield Public School District decided to dissolve the Academy of Arts and Academics (A3) alternative charter school, after police and school district documents released to the public in early 2018 showed that a former student was sexually abused for years by the A3 Principal. The Principal committed suicide one day after being placed on administrative leave in connection with the police investigation into the matter.
Ms. Jensen was engaged to initially conduct an assessment to determine the likelihood of success of a collaborative process involving the A3 community (students, staff, parents, interested community members) and the Springfield School District to address critical issues involved in the transition of the former A3 Charter School to an alternative school under the auspices of the District. Assessment activities include conducting interviews of the school district's key internal stakeholders, conducting listening sessions with members of the A3 community and interested community members, and then working with a collaborative design group made up of representations of the school district, A3 students, staff, parents and involved community members, to determine:
o What is needed for healing, to allow community members to move forward;
o Key questions for the school district and the external community members to answer together, with clarity about decision making roles and authority of all parties;
o A recommended process that all stakeholder groups endorse and are willing to participate in.
Ms. Jensen then facilitated the multi-stakeholder collaborative group that resulted.
School-Based Health Center (SBHC) Community Engagement and Outreach Coordination

The Medford School District wanted to consider the need and community interest in a school-based health center (SBHC) at one of its three high schools. Ms. Jensen coordinated outreach to parents, students, school staff and larger community members, including the Latino community; assisted with data research involving community need; designed surveys; facilitated a multi-stakeholder planning committee and several sub-committees; and facilitate a variety of community engagement and feedback efforts, including focus groups and community forums.
Early Learning Hub Collaborative Support

The Early Learning Hubs are a new approach to community-based leadership that brings together schools, early education providers, health care, social services and the private sector to build on current approaches to early childhood education, particularly for at-risk children. The hubs link families to services that improve educational outcomes. The Oregon Department of Education's Early Learning Division wanted to see alignments that were not based on traditional county lines, and authorized a fixed number of hubs (16) throughout the state that would receive funding. This left some areas uncertain of how to best align to provide coordinated services.
Ms. Jensen provided mediation and agreement seeking support to community partners and county decision-makers in Linn, Benton, Lincoln and Polk Counties regarding what alignments would form Early Learning Hubs. In the subsequent phase of the project she supported the newly-formed Linn Benton Lincoln EL Hub in agreeing on an organizational charter, and facilitated board development for the new governing board and one of its key work groups.

West Fork Canyon Creek Road Access Issues

Ms. Jensen conducted a stakeholder assessment and mediation of issues related to road access in the West Fork Canyon Creek area in BLM's Oregon Roseburg District. This multi-party conflict arose over access to a portion of the primary access road to the watershed. Parties involved included private owners, two lumber companies, a city and county, and BLM. Two of the parties had engaged in litigation over the matter, which invalidated the major easement others had been relying upon. New easements and related agreements were successfully negotiated, which ensured access for all of the stakeholders.
ODOT Planning Process: Small Business Initiative

Ms. Jensen served as facilitator and consensus-builder of the Small Business Initiative Workgroup, formed by the Oregon Department of Transportation in 2006 to understand, and ultimately reduce, the barriers facing small businesses as they pursue contracts with the state and with ODOT. Members included ODOT staff, general contractors, small businesses, including firms certified as women/minority small businesses, the Association of General Contractors, and the Governor's office. The workgroup met monthly for a year and accomplished significant results. In addition to planning and facilitating meetings, Ms. Jensen provided summaries of each meeting, facilitated a monthly steering group of key representatives of all interests at the table, and authored a 33-page final report documenting the background that led up to the group's formation, the composition and working agreements used, and the results of the group's work. The report was presented in a final meeting to the Director of ODOT, and to key state-wide stakeholders.

Ms. Jensen served as co-mediator of a dispute between the Oregon Department of Transportation and the Johnson Creek Corridor Committee concerning a highway project that involved moving Johnson Creek. The JCCC had challenged ODOT's application for a removal and fill permit from the Oregon Division of State Lands, based on a number of environmental concerns, including the destruction of wetlands and fish habitat. A consensus agreement was reached after five negotiating sessions. Ms. Jensen's involvement included designing and facilitating a trust-building, "clearing the air" process that helped the parties move beyond an impasse that occurred late in the process.
Clark County Transportation Problem Solving

Ms. Jensen served as co-facilitator of a consensus-building process for Clark County Public Services and Transportation Departments, neighbors and developers from the Felida neighborhood of Vancouver, Washington. Clark County had previously proposed a series of new road alignments designed to alleviate a projected traffic problem caused by rapid development in West Felida. The neighborhood had vehemently opposed all proposed road alignments and, as a result, the County decided to enter into a collaborative problem-solving process with the affected neighbors. The work began with assessment interviews and process recommendations. An agreement was reached after ten sessions.

Hazardous Waste at Hanford

Ms. Jensen served as a member of the facilitation team working with the Hanford Advisory Board, whose task is to advise the U.S. Department of Energy, the U.S. Environmental Protection Agency, and the Washington Department of Ecology concerning the clean up of hazardous waste on the Hanford nuclear reservation, and the future of the Hanford site. The HAB is composed of 30 members, with the seats being divided to represent nine different interest areas. The interests include Local Government Interests, Local Business Interests, Hanford Workforce, Local Environmental Interests, Regional Citizen, Environmental, and Public Interest Organizations, Local and Regional Public Health, Tribal governments, State of Oregon, and Public-At-Large. Ms. Jensen worked primarily with the Tri-cities economic development caucus, as well as preliminary liaison work with the Tribes. She designed and facilitated a trust building process between the environmental and economic development interest groups, who had a history of long-standing mistrust. The process was instrumental in helping the groups overcome their mistrust and begin to work together collaboratively.
Columbia River People's Utility District Resource Advisory Committee

Ms. Jensen served as process designer, consensus builder and facilitator of a collaborative process in which a committee of user/members of the Utility analyzed and evaluated electric power resource possibilities and recommended to the Board of Directors a plan for meeting long term power needs of the Utility. Participants considered economic, environmental, social, and community impacts in reaching their conclusion. Ms. Jensen worked closely with a team of technical experts and consultants, and was successful in helping the group reach consensus within a tight time frame. Subsequently, Ms. Jensen assisted the utility in addressing some contentious internal, inter-departmental issues.

Beatys Butte Working Group

Ms. Jensen served as lead facilitator of the Beatys Butte Working Group. The Beatys Butte Grazing Association and Oregon Natural Desert Association jointly initiated a process to address various public land management issues on the 500,000 acre Beatys Butte Common Allotment in Lake County, OR, located between Hart Mountain and Sheldon National Wildlife Refuges. Stakeholders include cattle grazers, conservation interests, state and federal agencies, local communities, recreational interests, and national wild horse interests. This working group is jointly exploring collaborative approaches to resolving five issues including: the potential listing of the greater sage‐grouse, livestock grazing, wild horses, energy development, and wilderness study areas/special designations. The desired outcome is to proactively address these and any other issues identified by the group in order to maintain and improve ecological conditions in the allotment and to identify future land management actions that will address the interests of all parties.

BLM officials are now using this information as they continue to plan their post-fire efforts.

Ms. Jensen conducted a neutral situation assessment regarding the potential for success of a proposed collaborative process to focus on natural resource management in the Klamath-Siskiyou area of northern California. Interviews were conducted with representatives of state and federal agencies, local and tribal governments, watershed and fire safe councils, community industries, private citizens and environmental organizations. A twenty-six page formal assessment report which outlined findings, analysis and recommendations was presented to stakeholders.
BLM Secretarial Pilot Project in Oregon

Ms. Jensen served as a neutral facilitator for the BLM Roseburg District Pilot Project, initiated by Secretary of the Interior Salazar and the Northwest congressional staff. This is one of three pilots in the state of Oregon, demonstrating the ecological reforestation techniques of Professors Jerry Franklin and Norm Johnson, two architects of the Northwest Forest Plan. Key stakeholders involved represent the local timber industry, conservation groups, Douglas County, and the general public. The project involves planning and facilitating the public engagement process and consulting with BLM staff, while building collaborative capacity in the district.
Scattered Apples Timber Sale Mediation

Ms. Jensen served as lead mediator and facilitator, conducting a conflict assessment, designing the process and mediating forestry issues in a controversial timber sale in southern Oregon. Two environmental groups and six individually-named plaintiffs sued the BLM in federal court to enjoin the timber sale aspect of the Scattered Apples Adaptive Management Project. A local watershed council group and town council intervened as amicus parties. Endangered species issues, fuels reduction, and cumulative effects under NEPA were all involved. In between the central mediation sessions, Ms. Jensen facilitated individual caucuses of the plaintiff/amicus party team, and managed the bulk of between-session work: drafting protocols, trouble-shooting, consensus building among the parties, providing meeting summaries and managing logistics. Ms. Jensen conducted a separate mediation between a BLM attorney and an environmental group attorney regarding a different timber sale when an impasse in those negotiations was threatening the SA mediation. As a result, the parties were able to successfully separate the two cases, and proceed with the mediation. The nine-month process resulted in a settlement agreement and dismissal of the litigation.
Butternut Creek Basin Task Force, Portland Oregon

Ms. Jensen served as consensus builder and facilitator of a task force formed to identify and evaluate alternative ways to replace a failing sewerage pump station and to make a recommendation to the Board of Directors, Unified Sewerage Agency (USA). The replacement sewerage line originally proposed by USA extended outside the Urban Growth Boundary, which provided the catalyst for local residents to organize around their interests in preserving the residential, rural nature of the area and limiting growth. The central issue was how to eliminate raw sewage overflows at a pump station and address inadequate capacity for projected build-out of Butternut Creek basin, with the least environmental impact. The parties included individuals representing the following organizations or interests: USA Advisory Committee, property owners, Wetlands Conservancy, Audubon Society, citizen participation organizations, Homebuilders Association, Washington County Soil and Water Conservation District and the State Department of Land Conservation and Development. The USA staff and Board of Directors approved the task force's recommendation.
Resource Management Planning Process, Portland, Oregon

Ms. Jensen conducted a neutral stakeholder assessment, provided process management and design, facilitation and consensus-building for this three and a half year collaborative process which developed a multi-objective integrated Resource Management Plan for this urban stream corridor and flood plain. The Management Plan addressed water quality and quantity, fish habitat, flood management, recreation, cultural resources and agricultural/industry uses. Agencies and public from four cities, two counties and state and federal governments were involved. Assessment activities involved interviewing stakeholders and bringing them into the process, identifying issues and interests, and helping the parties develop and reach consensus on operating agreements/ground rules. The process involved a central negotiating committee, a "process" committee, task groups for substantive and technical issues, and a parallel public input process. This project became a model for other watershed planning efforts throughout the state.

We designed and facilitated numerous Community Conversations on divisive state-wide and county issues, most notable the anti-gay rights Measure 9 and similar local measures.
